the artist can put a picture on higher board, but it's the moderator who decides whether the drawing is good enough to stay there. :) your picture is good although I think it looks a bit too messy (especially the shadows) to be placed on lvl2. however, your new drawing looks very promising! ^^I hope I helped. :)
