When you open your Tablet PC Input Settings ("Control Panel-->Pen and Touch-->Tablet PC Control Panels"), there's something called "Pen Flicks"--turn this off. To do this, click on the "Flicks" tab and uncheck the box that says "Use pen flicks to perform..." and the box that says "Display flicks icon."

You'll know that its off when that weird circle that pops up (when trying to make dots or clicking and holding once with your tablet pen) doesn't show up anymore.

Alternatively, you can go to Services (click the Start menu icon, search and click "Services"), scroll down to "Tablet PC Input Service" and click "Disable." Then double-click the Tablet PC service and change the "Startup Type" to "Disabled." This will keep Windows from interfering with your Wacom Bamboo Tablet settings. Hope this helps!
